Bug#890780: release-notes: document that s390x now require at least a z196 CPU

The s390x baseline ISA has been raised to z196 in buster [1]. This
should be mentioned in the release notes.

I'll try to work on a patch in the next days. I am filling this bug to
make sure I do not forget.
