1. Use a current testing system, install manpages-de, change locale
(if necessary) and issue
man journalctl
and search for "-S, --since=, -U, --until="

Here the text starts with:
FÀngt die Anzeige mit neueren EintrÀgen ab dem angegebenen Datum oder Àlteren 


2. Navigate to
https://manpages.debian.org/testing/manpages-de/journalctl.1.de.html
and search for "-S, --since=, -U, --until="

Here the text starts with:
Die Anzeige mit neueren EintrÀgen ab dem angegebenen Datum oder Àlteren 


Clearly both versions do not match.

If I review the upstream git log, I see:

So this text is in Unstable since version 4.9.1-1 (February 7th) and
Testing since March 2nd.

So my assumption is that the update mechanism of
manpages.debian.org does not work correctly.

Interestingly enough both unstable and testing claim to be extracted from:
Source file: journalctl.1.de.gz (from manpages-de 4.9.3-4)

and following the link to the raw man page shows the new content.
