Sorry, I don't get the point, what you want to say.
I see no syntax problem here.
???

as there is an explanation only for <holder> and not for <year>,
people don't think the field belongs to themselves
some examples below:

nb: maybe 2008-
"<copyright> <year>2004</year> <year>2010</year> <holder>W. Martin Borgert</"
"holder> </copyright> <copyright> <year>2004</year> <year>2010</year> "
"<holder>Hans Fredrik Nordhaug (Norsk bokmål)</holder> </copyright>"

hi: maybe 2008-
"<copyright> <year>2004</year> <year>2010</year> <holder>W. Martin Borgert</"
"holder> </copyright> <copyright> <year>2004</year> <year>2010</year> "
"<holder>राजीव रंजन (\"हिन्दी\")</holder> </copyright>"

regardless of their work years, maybe almost all translations say the same years

yes, I am adjusting the copyright hints for the actual commits and partly
for the past too (if translators miss that), to get that addressed.

I have fixed this today for all translations (there were faults/inconsistencies
for all languages).
