Today I played around with refcard in a sid chroot, and I found,
that the build chain does no longer use dblatex, but apparently
xmlroff.
This seems to be caused by the switch to debhelper mechanism in
debian/rules file
in version 10.0.
(9.0.4 pdfs look fine, while starting with 10.0 the pdfs have no coloured
URLs for example.)

When I build a pdf separately with
"make USE_DBLATEX=1 refcard-a4.de.pdf" it builds fine as
known with dblatex.

It seems, that the parameter "USE_DBLATEX=1" is not used during
build, despite given in the rules fle.
I'm a bit helpless here ....

Is dblatex good enough for all languages now?

There are two or three languages left, which are not confirmed to work
correctly with dblatex.
If I remember correctly, this because there are no active translators
for those languages, and therefore no proofreaders.

I will try to push this forward once more ...
