There are a couple of lines using ASCII quotes when they should
be using Docbook <quote>s - one in installing.dbk, one in
upgrading.dbk. Patch attached.

(Salsa's down for maintenance at the moment, so the diffs are slightly
faked up. If they don't work the intent should be obvious enough.)
