Bug#833265: refcard: depends on unexistent package

As said, "ttf-kochi-gothic" is not available in Debian, so, the package
seems to be not buildable from source, at least with Debian repositories.

as long as stable has it, "not available in Debian" is not true;
anyway you can apply this:
